Even though wealth influences our elected officials because of the out-dated system of campaign funding from corporations and private individuals, the recurrence of elections means that our representatives have to keep an eye on the voters. For this simple practical reason, writing your representatives makes a difference. And for the same reason, writing your own elected representatives (not a senator of another state or a mayor of another town) is most effective. The government representatives we elect are the ones who are accountable to us.
